WINDSOR LOCKS, Conn. (WFSB) - The nursing supervisor on duty the night a 93-year-old woman was found unconscious in the freezing cold at a Windsor Locks nursing home has multiple sexual assault charges against him, Eyewitness News has learned.

Papy Bibo was the nursing supervisor on duty when Margaret Healey wandered away from Bickford Health Care Center last month. Healey left her room without being noticed and was found outside frozen after she was missing for three hours. She later died.

Bibo was fired days after Healey’s death.

Eyewitness News has learned Bibo has multiple sexual assault charges against him going back to 2020. Bibo has not been convicted on any of these charges.

One arrest warrant said that he abused a biological relative since she was in 7th grade.

“The state statute is very clear that convictions are required, not just arrests. If the worker has a disqualifying offense they cannot be employed or work under contract,” said the Department of Public Health.

Lawmakers said they want to know why Bickford hired him.

“I am outraged. It’s very scary that the place we put our loved ones—or where we will someday—has someone with this type of record taking care of them,” said Rep. Jane Garibay, D-Chair of the Aging Committee.

Sen. Paul Cicarella, R-North Haven, said he wants answers about the hiring process.

“I would like to know if they did a background search, what type of search they did, and if they saw those records on this individual, that is a huge concern,” Cicarella said.

Bickford Health Care Center is closing in less than three weeks. The nursing home has financial problems and is also dealing with a police investigation.

Residents at Bickford are being forced to move. Residents and their families are still in shock over Healey’s death.

Channel 3 reached out to Bibo for comment. He did not respond.
