WINDSOR LOCKS, Conn. (WFSB) - Two employees of Bickford Health Care have been arrested in connection with the death of a 93-year-old resident who wandered away from the Windsor Locks nursing home in February, police said Monday.

Margaret “Peggy” Healey died of hypothermia due to environmental exposure after wandering away from the facility. Police determined the employees waited hours before calling 911.

One of those arrested is Papy Bibo, who was the nursing supervisor on duty the night Healey left the facility without being seen, according to Healey’s niece. Bibo faces charges including negligent homicide, reckless endangerment, and tampering with evidence. The identity of the second employee arrested has not been released.

An investigation, including a review of surveillance video, revealed Healey was missing for more than three hours before she was found.

Healey’s niece said Windsor Locks police called her Monday to inform her of the arrests. She said she is looking for justice and is glad Windsor Locks police took care in the investigation. The state’s attorney is also looking into pressing charges, she said.

A press conference is scheduled for Tuesday.
